Position

The District is recruiting to fill two (2) regular, full-time positions for Assistant or Associate Engineer in the Capital Improvement Projects (CIP) and Planning and Asset Management Division of the Engineering & Technical Services Department. These positions are cross posted as a Junior Engineer and may be filled at any level.

The ideal candidate will have excellent oral and written communication skills, project planning and management skills, the ability to work tactfully and effectively with District staff, consultants, contractors, and representatives of other agencies, experience with environmental documentation, knowledge of wastewater engineering and the ability to understand problems, analyze alternatives, and make sound decisions and have a proven ability to learn quickly and effectively.

Additional Preferred Qualifications for Capital Improvement Projects Vacancy

• 
  Previous work experience in pipeline design and construction (focus on potable/recycled water distribution systems desirable)
• Experience in design of wastewater treatment plant improvements and construction
• Experience with California public contracting requirements
• Experience working with outside regulatory agencies and the public is desirable

Assistant Engineer (Salary Range: $10,586 - $12,867 per month)
Receives general supervision from the assigned supervisor. Exercises no direct supervision of staff.

Associate Engineer (Salary Range: $12,173 - $14,797 per month)
Receives direction from the assigned supervisor. Exercises technical and functional direction over and provides training to technical staff.

Essential Functions

• Develops preliminary scope of work and requests for proposal for design consultant or technical services providers; assists with consultant selection. Negotiates and administers contracts for a variety of engineering projects; reviews work products, monitors and reviews progress, and approves payments.
• Prepares or reviews consultant prepared plans, specifications and contract documents for a variety of engineering projects involving water, wastewater, recycled water, or other district facilities.
• Serves as project manager for District capital projects; interprets specifications, analyzes and resolves complex problems, provides direction to contractors on construction projects, enforces safety standards, and ensures compliance with District policies and code and applicable state and federal laws, codes and regulations, monitors project budget, reviews progress and schedules, and negotiates, recommends and approves contract change orders as necessary.
• Serves as construction manager for District capital improvement projects.
• Coordinates capital improvement construction projects on water and sewer systems and facilities with other District departments, divisions, municipal public works departments, utility companies, other appropriate agencies, and the public.
• Identifies and acquires property rights for District facilities as assigned.
• Prepares or oversees the preparation of appropriate environmental documentation in accordance with the California Environmental Quality Act (CEQA).
• Assists in the planning and administration of the capital improvement budget.
• Coordinates water and wastewater utility planning with municipalities; reviews municipal general and specific plans, develops plans for required water and sewer utility infrastructure, and develops water demand and wastewater flow projections.
• Reviews water and sewer utility development or redevelopment plans submitted by engineers, contractors, and owners for compliance with District design and construction standards and code.
• Prepares conditions of approval; issues construction permits; drafts development reimbursement agreements and tracks compliance with agreements.
• Develops and updates hydraulic models of the water distribution and sewer collection systems to evaluate systems operations and verify capacity of new infrastructure to meet customer needs.
• Stays apprised of industry practices and participates in the review and update of District standards.
• Prepares special engineering studies and reports; reviews and make recommendations on technical studies and reports; performs value engineering.
• Develops asset condition assessment and rating systems, analyzes asset failure risk and consequences, analyzes the causes of asset failure, determine life cycle costs, and develops and maintains rehabilitation and replacement models.
• Coordinates with operations staff to evaluate wastewater and recycled water treatment operational issues; develops study plans, gathers data, performs analyses and makes engineering recommendations for process or infrastructure changes or additions.
• Represents the District with groups, organizations, committees, professional groups, local, state and federal officials, and the public.
• Prepares staff reports, summaries, recommendations, and other documents, and may make presentations to District management, the Board of Directors, other agencies, and the public.
• Provides training to staff on department and/or division procedures and programs as required.
• Builds and maintains positive working relationships with co-workers, other District employees, and the public.
• Drives a motor vehicle.
• Performs other related duties as assigned.

Training and Experience

To qualify, a successful incumbent must possess both education and experience, which would provide the required knowledge and abilities. Experience may not substitute for education. However, the requirement for equivalent to a Bachelor's degree could be met by demonstrating completion of a number of higher-level educational units that would normally meet a Bachelor’s degree requirement. Minimum requirements to obtain the requisite knowledge and abilities are:

Equivalent to a bachelor’s degree in engineering or a related field.

Assistant Engineer
Two (2) years of responsible professional engineering experience. A Master's degree in engineering may be substituted for one (1) year of the required engineering experience.

Associate Engineer
Four (4) years of increasingly responsible professional engineering experience, including one (1) year of project management experience. A Master's degree in engineering may be substituted for one (1) year of the required engineering experience.

Other Recruitment Standards

Possession of a Class C Driver's License required by the State of California, Department of Motor Vehicles, to perform the duties of the position. Continued maintenance of said driver's license in compliance with established District vehicle operation standards, and the ability to be insured for the operation of a vehicle/District vehicle in accordance with the terms and conditions of the District's insurance program are conditions of continuing employment. The CSRMA driving standards are included herein by reference.

Assistant Engineer
Possession of an Engineer-In-Training Certificate.

Associate Engineer
Possession of a valid Certificate of Registration as a Professional Engineer as issued by the California State Board of Registration for Professional Engineers and Land Surveyors.

DISASTER SERVICE WORKER

All Dublin San Ramon Services District employees are, by State and Federal law, Disaster Service Workers. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Labor Code. In the event of a declaration of emergency, any employee of the District may be assigned to perform activities which promote the protection of public health and safety or the preservation of lives and property. Such assignments may require service at locations, times, and under conditions that are significantly different than the normal work assignments and may continue into the recovery phase of the emergency. If a “Local Emergency” is declared during the employee’s shift, employees will be expected to remain at work to respond to the emergency needs of the community. If a “Local Emergency” is declared outside of the employee’s shift, employees must make every effort to contact their direct supervisor or department head to obtain reporting instructions as Disaster Service Workers.

SELECTION PROCEDURE

The selection process may consist of an evaluation of the applicant's qualifications, appraisal board interview, written examination, practical exercise and/or internal Department interviews, employment and education verification, reference check and a review of prior performance evaluations. Upon completion of the selection process, an offer of employment may be conditionally based upon the successful completion of a preemployment medical exam (if applicable).
