The Wisconsin Department of Transportation (WisDOT) is actively looking for an energetic team player to lead application development projects as an IT Project Leader (IS Systems Development Services Specialist). This position is a critical part of our team that enables us to be highly focused on our business partners’ needs for complex IT projects.
This full time permanent position will be headquartered at any of the WisDOT DTSD building locations within the state: Eau Claire, Green Bay, La Crosse, Madison, Rhinelander, Superior, Waukesha, or Wisconsin Rapids.

Position Summary
As an IT Project Manager / Leader, you will provide planning, development and implementation leadership for complex projects which have a significant departmental impact.
This position supports server and cloud based vendor applications hosted in AWS, Azure, etc. as well as in house development and maintenance of Java, .Net, Desktop and Geographic Information System (GIS) applications.
In this role, you will also be expected to:
- Perform project management and business analyst activities associated with IT projects
- Use various methods to capture and document business requirements through interviews and meetings with subject matter experts.
- Define project scope, goals and deliverables that support business strategy in collaboration with management and stakeholders.
- Collaborate with a wide range of business areas, stakeholders, IT staff, and third-party software vendors to support initiatives and increase efficiencies, crossing multiple technical environments
- Develop full-scale project plans and associated communication documents.
- Set, manage and communicate project expectations with team members and other stakeholders in a timely and clear fashion.
- Identify and manage project dependencies and critical path.
- Plan, schedule and track project milestones and deliverables using appropriate tools.
- Develop and deliver status reports, proposals, scope documentation and presentations.
- Proactively manage changes in project scope, identify potential risk, and devise contingency plans.
- Provide excellent customer service, consulting, and technical support services through standard IT project development and project management

Salary Information
This position is in schedule-range (07-33) with an hourly salary of $35.00 - $47.50, plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details
WisDOT does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. For permanent positions that allow remote work flexibility, Wisconsin residency is not required. However, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may at times need to report to office locations in Wisconsin on short notice.

Qualifications
Qualified applicants must have experience in all the following:
- Experience leading implementations for application development efforts
- Experience gathering and documenting business requirements
- Experience creating and managing detailed project plans
