Job Summary:
Performs medium/complex design, development, troubleshooting, debugging, and software code implementation for websites, web portals, server applications, networked platforms, and administrative tools.
Education & Experience
Bachelor's degree in Computer Science, Information Systems, or applicable job-related field and three (3) years of related experience or equivalent combination of education/experience.

Knowledge, Skills & Abilities
Knowledge of queries and relational databases. Knowledge of product life cycle methodology, requirements life cycle, and change management process. Troubleshooting, analytical and problem resolution skills. Web development skills. Interpersonal skills to interact with individuals and groups at various levels. Ability to develop web site concept, interface design, and architecture. Ability to design, develop, and maintain web pages and static and dynamic web sites and portals using standard programming languages. Ability to troubleshoot and fix legacy applications. Ability to identify and recommend future software requirements and products. Ability to learn about new tools, technologies, and platforms. Ability to convey technical information to non-technical personnel.

Responsibilities
- Designs, develops, and maintains web pages and static and dynamic web sites and portals using standard programming languages.
- Collaborates in the development of site concept, interface design, and architecture of the website. Contributes to code reviews and technical specifications to ensure applications support existing architecture, following defined framework guidelines and coding standards.
- Works with client to develop scalable software solutions, identify project objectives, and to establish project parameters, budgets, deliverables, and deadlines. Researches, tests, builds, and integrates new products.
- Troubleshoots legacy applications, escalates problems as necessary, and modifies existing software to correct errors, adapt it to new hardware, or to upgrade interfaces and optimize performance.
- Applies current operating system and security patches. Maintains, updates, and operates web site/page monitoring and filtering systems in accordance with regulations, polices, and procedures.
- Collaborates in the writing of operational documents, technical specification and other applicable reports and documentation.
