THIS IS A PUBLIC NOTICE: This Notice is issued under direct-hire authority (DHA) to recruit new talent to this occupation for which there is a severe shortage of candidates. This means that we can hire any qualified candidate, either from this notice or from any source.

The incumbent will be responsible for one or more of the following duties:
- Responsible for IT policy expertise for OMB OFCIO and the various divisions within GSA’s Office of Government-wide Policy, while providing project management and other administrative and logistical activities as needed.
- Reviews specific goals and objectives; monitors the sequence and timing of key program events and milestones and evaluates overall program accomplishment and significant contributions in terms of agency goals.
- Serves as Contracting Officer Representative (COR) for the enterprise-wide infrastructure support contracts. Serves in a key role in managing and advising in all aspects of contract administration ensuring enterprise IT infrastructure is functioning properly and optimally to ensure our customer's IT needs are met.
- Monitors and assesses the performance of contractors in meeting both technical and administrative contractual requirements to develop long range plans and recommendations to meet organizational goals, objectives and to adapt to changing projected program or organizational requirements and needs.

- Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.
- Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
- Serve a one year probationary period, if required.
- Undergo and pass a background investigation (Tier 2 investigation level).
- Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
- Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

The GS-14 salary range starts at $116,393 per year. Locality will be determined upon selection.
To qualify, you must have IT- related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level or higher in the Federal service as described below:
IT SPECIALIST COMPETENCY REQUIREMENTS:
- Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.
- Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
- Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
- Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.
Specialized experience is defined as experience leading IT projects or teams, providing information and recommendations in project planning and developing project plans that incorporate project management practices.
