THE POSITION
The City of Santa Barbara’s Public Works Department is searching for a Senior Project Engineer to join our Streets Engineering Team. Be part of a high performing team that works collaboratively to deliver transportation capital projects that benefit our community. This position is in the Engineering Division and will support robust capital programs by facilitating delivery of complex public works projects, specifically two Active Transportation Program Projects with a combined budget over $30 Million. The Senior Project Engineer is responsible for the complete management and facilitation of capital projects from planning through implementation, which includes the investigation, project scope development, environmental review, design, construction, and project administration of capital projects. Working collaboratively and independently in a dynamic environment, the Senior Project Engineer will serve a vital role in bringing projects to fruition from the planning phase to construction.

The position maintains effective communication with the public, stakeholders, City management, and oversight Boards and Commissions; exercises professional engineering judgment in accordance with current professional practice and appropriate laws and codes; oversees the preparation of technical reports and correspondence; and performs related duties and responsibilities as required.

The ideal candidate:
  • Has strong technical and interpersonal skills and experience necessary to manage and deliver capital projects within a collaborative team environment.
  • Has a proven track record of project management and contract administration experience that demonstrates the ability to successfully deliver projects.
  • Understands the techniques of managing, scheduling, and monitoring multiple projects simultaneously to ensure timely completion within budget.
  • Demonstrates excellent communication skills (both orally and in writing);
  • Is flexible and adaptable.
  • Exercises good judgement in analyzing situations and making decisions.
  • Utilizes a team approach to problem solving and effectively resolving conflict.
  • Has public sector experience in the delivery of capital improvement projects (experience in the delivery of grant funded projects is desirable).
  • Has a passion for active transportation, and good design that complements our community.
Design: This position is in the Engineering Division and will support the Design group needs. This includes the ability to develop and manage the design of large capital improvement projects primarily focused on transportation infrastructure. This position is responsible for facilitating the development of project goals and ensuring support from all stakeholders and managing the implementation of contracts to develop complete plans, specifications, and construction estimates for public bidding. Candidates for this position need to communicate effectively amongst stakeholders including, but not limited to, client divisions, Caltrans, community members, outside organizations, and boards and commissions.

Project Highlights:
The Senior Project Engineer is responsible for the complete management and facilitation of the two transformational active transportation capital projects described below, from design through implementation.
  • Cliff Drive: Urban Highway to Complete Street Transformation Project
The Project includes a 3.1-mile-long separated path from Arroyo Burro County Park to Castillo Street, three new traffic signals, eight new pedestrian-activated flasher crosswalk systems, and sidewalk widening connecting Cliff Drive to Monroe and McKinley Elementary Schools. Total Project Costs: $32 Million.
  • Milpas Street Crosswalk Safety and Sidewalk Widening Project and Milpas Street Pavement Maintenance Project
The Project creates a safe corridor for active transportation users with crossing enhancements and widened sidewalks improving neighborhood livability and school routes along Milpas Street from Quinientos Street to Canon Perdido Street. Total Project Cost: $10 Million.

Distinguishing Characteristics
This is the advanced journey level class within the Project Engineer series. Employees within this class are distinguished from the Project Engineer I/II by the performance of the full range of duties as assigned including independent facilitation of all aspects of complex public works projects, including the investigation, planning, design, review, permitting, and construction of capital improvement projects. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

  • Principles and practices of project and construction management; program development and administration.
  • Principles and practices of complex engineering design.
  • City design standards
  • Principles and practices of capital project financing and accounting.
  • Terminology, methods, practices, and techniques used in technical civil engineering report preparation.
  • Materials, tools, and equipment used in civil engineering.
  • Principles and practices of capital budget development and administration.
  • Recent developments, current literature, and sources of information regarding civil engineering.
  • Pertinent Federal, state, and local laws, codes, and regulations including civil engineering laws and regulations.
  • Modern office procedures, methods, and computer equipment.
  • State and Federal requirements for Grant funded projects.

Ability to :
  • Develop, review and modify civil engineering plans, designs, and specifications.
  • Participate in professional civil engineering activities for assigned projects.
  • Prepare and maintain technical civil engineering records and prepare reports.
  • Coordinate phases of construction projects and prepare progress reports.
  • Manage complex engineering projects.
  • Operate computer engineering systems and project management software.
  • Participate in professional journey-level civil engineering activities for assigned projects.
  • Develop RFPs for planning, design, and construction management services.
  • Conduct engineering studies and develop appropriate recommendations.
  • Perform technical research and solve engineering problems.
  • Compile technical data and prepare statistical and narrative reports from field studies.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Four (4) years of increasingly responsible professional civil engineering experience.

Education and/or Training:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field; or an equivalent combination of directly related education and experience is desirable.

License, Certificate and/or Other Requirements:
Possession of a valid driver's license.
Possession of an appropriate, valid Certificate of Registration as a Professional Civil Engineer, in California is preferred.
