Minimum Qualifications
Bachelors degree. Three years of experience in the procurement of data processing and telecommunications equipment, supplies and professional services to include the preparation, negotiation, administration and review of IT contracts are required. Additional experience may substitute for required education on a year-for-year basis.

The Information Technology Department (ITD) is currently seeking an IT Contracts and Procurement Officer. This is administrative work in developing Requests for Proposals (RFP), Requests for Qualifications (RFQ), Requests for Information (RFI), and Invitations to Bid (ITB), in the Information Technology Department (ITD) Procurement operation for countywide IT purchases.
The IT Contracts & Procurement Officer is responsible for the acquisition of IT professional services, hardware, software, and associated maintenance and support. Incumbent will exercise considerable independent judgment and utilize technical expertise in developing vendor qualification requirements, technical requirements, contract specific language, and detailed evaluation criteria for each RFP, RFQ and ITB.
Employees in this class are responsible for working with various ITD divisions and other County departments IT sections, and in conjunction with the County central ISD Procurement Division’s officers, to determine the appropriate sourcing methodology, and contributes to developing and evaluating RFPs and RFQs and ITBs for strategic IT products and services and associated maintenance support services. General supervision will be received from the ITD Contracts and Procurement Supervisor who will review work through personal conferences and written reports for professional management of contract evaluation and development activities and achievement of desired goals and objectives.
This position entails conducting meetings with key stakeholders to confirm product life cycle alignment; tracking planned spend versus actual spend and the impact to the existing contract allocation; execute commodity plans developed by ITD’s procurement office Supervisor; maintain contract executive summary; perform data mining for market trends; discussing basic contract terms and conditions when meeting with the County Attorney’s Office as needed on contract matters; and coordinating and leading vendor industry days prior to advertisement.
